The Manager of Spectrum Warfare Systems will play a critical role providing strategic leadership interfacing with Naval Surface Warfare Center Crane personnel to advance Electronic Warfare/Information Operations Research & Development and Technology programs enhancing NSWC Crane's overall recognition within the Department of Defense community.<br>
<br>
This position is located in southern Indiana in Crane, Indiana providing engineering and technical services to the 3rd largest naval installation in the world. This opportunity is contingent based on a contract award.<br>
<br>
Successful Candidate will provide the technical and programmatic leadership of a large engineering and technical services contract supporting Navy Electronic Warfare and Informational Operations, including but not limited to, airborne, surface, subsurface, expeditionary and irregular electronic warfare product areas. Candidate will interface regularly with government customer base on both strategic and daily business issues and serve as their advocate. Affiliation with the Office of Naval Research (ONR), Naval Research Laboratory (NRL) or Defense Advanced Research Projects Agency (DARPA )and senior level military experience desirable. Candidate will participate in joint strategy meetings and must demonstrate the ability to help the customer grow their business.<br>

Description<br>
Oversee programs providing multi-disciplinary engineering analysis and support in the design, development, implementation, operation and maintenance of diverse weapon systems. Responsible for managing cost, schedule and performance on specific government or commercial contracts. Integrates all functions and activities necessary to perform the contract and meet customer requirements. Performs Program Management functions such as direct team personnel and ensure contract and schedule compliance. Responsible for planning, organizing, directing and tracking major aspects of the contract interfacing with task and functional leaders, subcontractors, and support personnel to ensure deliverables are met. Interface with customers, monitor feedback, and advise on a broad range of issues related to products/services being delivered. Participate in business development including identifying new business opportunities, developing and implementing strategies and managing proposal development. Perform multi-disciplinary analysis of system designs to determine compliance with specifications and standards. Direct the investigation and resolution of operational problems in conjunction with other engineering and technical personnel. Provide proactive leadership and direction of personnel performing complex tasks. Plan, implement, and maintain a contract staffing plan including the selection and recruitment of key team members. Assess the effectiveness and performance of the contract team and makes changes as needed.<br>

Qualifications<br>
A BS EE or other technical discipline (engineering, math or science) required, MS EE or other technical discipline desired. Ten years demonstrated EW experience required, preferably a combination of Naval operational and acquisition experience. Candidate must have the ability to lead and manage large EW system development and sustainment activities. Must be capable of serving as the customer's advocate to Navy organizations and those of the other Services. Excellent communication, interpersonal, organizational and analytical skills are required. High ethical integrity required. Must have a Secret Security Clearance. It is anticipated that a Top Secret Security Clearance may be necessary as well.<br>

DGPS equipment.  The successful candidate does not need to have a civil engineering background<br>
but must know how to use the DGPS equipment.  See the attached job description of the work I do.<br>

I am a field engineer who has worked in the utility industry for the past thirty years.<br>
<br>
I do route design, apply for and receive Municipal, County, City, State and/or  Federal permits, and provide <br>
Autocad or other CAD System  drawings as required by you the client.<br>
<br>
For aerial construction by communications companies, I can provide pole calculations for fiber strength<br>
as required by the power companies and ILECs.  I have worked with virtually every power company, ILEC<br>
and CLEC in central Indiana.  If necessary, these calculations can include certification by an Indiana licensed <br>
professional engineer.<br>
<br>
I collect field location of all utilities in the right-of -way by using my own DGPS system which will produce post <br>
processed accuracy of plus or minus two feet.  If more accurate location is required, it is simply a function of <br>
price negotiation.<br>
<br>
I can and will do right-of-way purchase negotiations, route design for any legally franchised utility, including<br>
but not limited to Telecommunications, Power, Gas, Water, Municipal Utility, etc.  I can do buried utility route <br>
design as well as Outside Plant Engineer education.  When required, cross sectional profile prints will be <br>
generated.<br>

            One of the greatest assets to a utility is the capture of  "as built" final plant construction.  By capturing existing<br>
field location of all utilities in the right-of-way, you the owner can have this "as built data" as that asset to post<br>
to a GIS system for future records purposes, without requiring a surveyor to capture the locations.   <br>

Successful Candidate will provide the technical and programmatic leadership of a large engineering and technical services contract supporting Navy Electronic Warfare and Informational Operations, including but not limited to, airborne, surface, subsurface, expeditionary and irregular electronic warfare product areas. Candidate will interface regularly with government customer base on both strategic and daily business issues and serve as their advocate. Description<br>
Oversee programs providing multi-disciplinary engineering analysis and support in the design, development, implementation, operation and maintenance of diverse weapon systems. Responsible for managing cost, schedule and performance on specific government or commercial contracts. Integrates all functions and activities necessary to perform the contract and meet customer requirements. Performs Program Management functions such as direct team personnel and ensure contract and schedule compliance. Responsible for planning, organizing, directing and tracking major aspects of the contract interfacing with task and functional leaders, subcontractors, and support personnel to ensure deliverables are met. Interface with customers, monitor feedback, and advise on a broad range of issues related to products/services being delivered. Participate in business development including identifying new business opportunities, developing and implementing strategies and managing proposal development. Perform multi-disciplinary analysis of system designs to determine compliance with specifications and standards. Direct the investigation and resolution of operational problems in conjunction with other engineering and technical personnel. Provide proactive leadership and direction of personnel performing complex tasks. Plan, implement, and maintain a contract staffing plan including the selection and recruitment of key team members. Assess the effectiveness and performance of the contract team and makes changes as needed.<br>

Qualifications<br>
A BS EE or other technical discipline (engineering, math or science) required, MS EE or other technical discipline desired. Ten years demonstrated EW experience required, preferably a combination of Naval operational and acquisition experience. Candidate must have the ability to lead and manage large EW system development and sustainment activities. Must be capable of serving as the customer's advocate to Navy organizations and those of the other Services. Excellent communication, interpersonal, organizational and analytical skills are required. High ethical integrity required. Must have a Secret Security Clearance. It is anticipated that a Top Secret Security Clearance may be necessary as well.<br>

The Manager of Spectrum Warfare Systems will play a critical role providing strategic leadership interfacing with Naval Surface Warfare Center Crane personnel to advance Electronic Warfare/Information Operations Research & Development and Technology programs enhancing NSWC Crane's overall recognition within the Department of Defense community.<br>
<br>
This position is located in southern Indiana in Crane, Indiana providing engineering and technical services to the 3rd largest naval installation in the world. This opportunity is contingent based on a contract award.<br>
<br>
Successful Candidate will provide the technical and programmatic leadership of a large engineering and technical services contract supporting Navy Electronic Warfare and Informational Operations, including but not limited to, airborne, surface, subsurface, expeditionary and irregular electronic warfare product areas. Candidate will interface regularly with government customer base on both strategic and daily business issues and serve as their advocate. Affiliation with the Office of Naval Research (ONR), Naval Research Laboratory (NRL) or Defense Advanced Research Projects Agency (DARPA )and senior level military experience desirable. Candidate will participate in joint strategy meetings and must demonstrate the ability to help the customer grow their business.<br>

Description<br>
Oversee programs providing multi-disciplinary engineering analysis and support in the design, development, implementation, operation and maintenance of diverse weapon systems. Responsible for managing cost, schedule and performance on specific government or commercial contracts. Integrates all functions and activities necessary to perform the contract and meet customer requirements. Performs Program Management functions such as direct team personnel and ensure contract and schedule compliance. Responsible for planning, organizing, directing and tracking major aspects of the contract interfacing with task and functional leaders, subcontractors, and support personnel to ensure deliverables are met. Interface with customers, monitor feedback, and advise on a broad range of issues related to products/services being delivered. Participate in business development including identifying new business opportunities, developing and implementing strategies and managing proposal development. Perform multi-disciplinary analysis of system designs to determine compliance with specifications and standards. Direct the investigation and resolution of operational problems in conjunction with other engineering and technical personnel. Provide proactive leadership and direction of personnel performing complex tasks. Plan, implement, and maintain a contract staffing plan including the selection and recruitment of key team members. Assess the effectiveness and performance of the contract team and makes changes as needed.<br>

Qualifications<br>
A BS EE or other technical discipline (engineering, math or science) required, MS EE or other technical discipline desired. Ten years demonstrated EW experience required, preferably a combination of Naval operational and acquisition experience. Candidate must have the ability to lead and manage large EW system development and sustainment activities. Must be capable of serving as the customer's advocate to Navy organizations and those of the other Services. Excellent communication, interpersonal, organizational and analytical skills are required. High ethical integrity required. Must have a Secret Security Clearance. It is anticipated that a Top Secret Security Clearance may be necessary as well.<br>

1.  Knowledge of the shop floor, manufacturing processes, quality systems, and proficiency in working with each during problem resolutions.<br>
2.  Ability to successfully complete manufacturing problem resolution including organizing, investigating, and project planning with various manufacturing and engineering groups.<br>
3.  General transmission knowledge and demonstrate the ability to learn military transmission technology.<br>
4.  Blue print interpretation and expertise, including Geometric Tolerancing.<br>
5.  Project Engineering support for design and test programs<br>
6.   Assist in preparing and presenting technical aspects of engineering designs.<br>
7.  Complete engineering analysis and documentation for design change requests<br>
8. Assist in cost reductions activities and implement cost effective designs and systems.<br>
9.   Analyzes design and reliability problems and initiates correct actions.<br>
10. Component sourcing activity support.<br>
<br>
Candidates must have:<br>
1.  BSME or BSMET or equivalent experience required.<br>
2.  Minimum of 5 years experience preferred.<br>
3.  Proficiency in oral and written communications skills required.<br>
4.  Interpersonal skills to work effective in a team environment required. <br>
5.  Ability to read blueprints required.<br>
6.  Willingness and ability to travel required.  (Note:  Requires availability of credit card for hotel and plan reservations.)<br>
7.  Basic computer skills required.<br>
8.  Unigraphics and CAD experience preferred.<br>
